Family Pension Not Activated After Pensioner’s Death
First Steps — Verify & Initiate

Notify the PDA bank (the bank disbursing the deceased’s pension) of the death immediately — submit the death certificate (certified copy) and request family pension activation.

The PDA bank must stop the deceased’s pension from the month following death and activate the family pension for the eligible spouse from the day after death. Important: most modern central government PPOs are Joint PPOs that already name the spouse. If a Joint PPO exists, the spouse does not need to approach the PAO or the former department — simply submit the death certificate and basic KYC documents directly to the Pension Disbursing Bank Branch Manager. The Branch Manager is authorised to start family pension within 5–7 working days without any departmental intervention. The PAO is only involved if the original PPO is not a Joint PPO and does not mention the spouse’s details.

Locate the PPO — check whether it is a Joint PPO (naming the spouse as family pensioner). For Joint PPOs, the bank can activate family pension with only the death certificate and basic KYC at branch level — no PAO visit required. If the PPO is not a Joint PPO, the PAO must issue a separate family pension PPO.

If family pension details are not in the PPO: contact the PAO for a revised PPO or a family pension PPO — submit: death certificate, proof of relationship (marriage certificate), the spouse’s identity proof, and bank account details.

Follow-up Steps — Next 2–4 Weeks

After death certificate submission at the bank: family pension should start within 5–7 working days. Follow up if not credited by this time.

Collect the original PPO from the bank — it will show the family pension entitlement. If family pension details are blank or absent, the PPO needs to be revised by the PAO.

For PAO-revised PPO: submit a formal application with death certificate, marriage certificate, claimant’s Aadhaar and PAN, and bank account details. PAO processing time: 15–30 days.

Request a provisional family pension from the department if the revised PPO is delayed — the family should not be without income during the processing period.

Keep all correspondence with the bank, PAO, and department in writing with dates.

Family pension is a statutory right of eligible family members under CCS (Pension) Rules. It commences from the day after the pensioner’s death — there should be zero break between the pensioner’s last pension and the commencement of family pension. If there is a gap, arrears must be paid for the missed period with interest. The PDA bank has specific obligations under DoPPW guidelines to process family pension within days of death certificate submission.
